In the EU and UK, duty is charged on the customs value: goods plus freight and insurance to the border (CIF), and import VAT is charged on the customs value plus duty. In the US, duty is charged on the transaction value, which excludes international freight and insurance; the Merchandise Processing Fee (0.3464%, minimum $33.58, maximum $651.50 for FY2026) applies to formal entries over $2,500 and the Harbor Maintenance Fee (0.125%) to sea shipments.

The factory price, origin charges (for EXW quotes), international freight, cargo insurance, import duty, customs fees, destination charges such as terminal handling, customs brokerage and delivery, and VAT if you cannot reclaim it.
Is EU import duty charged on FOB or CIF?
On CIF. The EU customs value includes the cost of the goods plus freight and insurance up to the point where the goods enter the EU.
Is US import duty charged on FOB or CIF?
On the transaction value, which in practice is close to FOB: international freight and insurance are excluded. That is why the same product can carry a different duty amount in the US and the EU.
Should I include VAT in landed cost?
Usually not. VAT-registered businesses reclaim import VAT, so it affects cash flow rather than cost. If you cannot reclaim it, tick the box to include it.
How do I find the right duty rate?
Classify your product with its HS code, then look up the rate for your destination. Our HS code finder shows US general rates from the 2026 Harmonized Tariff Schedule.
